Showing a recount of the 1993 Mumbai blasts, the film begins with the death of the parents of DCP and ATS protagonist "Surya" Suryavanshi, who later learns that the mastermind of the bombing, Bilal Ahmed, sought refuge with the notorious terrorist Omar. Hafeez and Juti are planning more such attacks. His son Riaz has formed a sleeper cell network of 40 terrorists who pose as Indians and whose goal is to carry out more bombings after the 26/11 attacks.
In Jaisalmer, Surya and his team capture Riaz, who is hiding there with a different identity. Shroff, a senior poet of the Sun, revealed that about one tonne of RDX was brought to India, of which 400 kg was used during the 1993 bombing and the remaining 600 kg is still buried somewhere in the country.
Surya Slipper plans to capture the remaining members of the cell, on the other hand, he tries to reunite with his estranged wife Riya Gupta. 9 years ago Surya was injured by a bullet and Rhea healed him.
